Clause 1 of the Tobacco Business Law reads, Following the abolition in Japan of the government monopoly system for tobacco, and in consideration of the ranking among fiscal revenue sources of tax revenue on manufactured tobacco and other factors, the objective of this law is to promote the sound development of Japans tobacco industry, by implementing appropriate measures to support businesses involved in the domestic production of tobacco leaves as an ingredient of manufactured tobacco products, as well as the purchase, manufacture, and sale of tobacco products, thus securing a stable source of fiscal revenue and contributing to the healthy development of the national economy. 4
